ZOA Uganda is an International Christian Non-Governmental Organisation for Humanitarian and Rehabilitation Assistance. 

Our mission in Uganda is to restore the livelihoods of people in Northern Uganda and Karamoja who are affected by conflict or natural disaster. 

ZOA internationally operates in fourteen countries in Africa and Asia. The Uganda Programme started its programming in 1994. 

Currently ZOA is operating in Pader, Agago, Nwoya and Amudat district. The project activities concentrate on community devefopment, agriculture, water and sanitation and economic development in close cooperation with counterpart structures. 

We wish to recruit for the following position: 

PROGRAMME ADVISOR
Duty station :Kampala, with frequent duty travel to Northern Uganda and Karamoja 
Reports to :Country Director
Starting date: ASAP

Purpose of the position
The role of the Programme Advisor is to facilitate the Programme Managers to design and implement thigh quality programmes following strategy set on outcome and impact level; proper networking with all stakeholders and supporting learning in the organisation. He/she will provide major input in programme formulation and monitoring as well as leading the development and writing of project proposals.

II. Main activities

  • Proposal writing and acquisition:
  • Formulate, write and follow-up relevant donor proposals in line with the agreed upon programme - and country policy plan.
  • Pursue (potential) donors in coordination with the Country Director. Programming and M&E
  • Support programme staff in the formulation and implementation of (multi) annual programme plans. 
  • Maintain and guard the quality of programme implementation of all ZOA programmes through field visits, the formulation and supervision of assessments as well as standard monitoring and evaluation. 
  • Assist in formulating surveys for all projects and analyze through quantitative and qualitative tools the data and make adequate recommendations. 
  • Ensure that all project activities have a positive and sustainable impact on the population by supporting a stakeholder centred approach. 
  • Ensure the reporting process from programme implementation plans to monthly, quarterly and annual reporting. 
  • Follow up with managers, ensure quality and support to the Country Director the production of timely reports and plans.
  • Provide additional project support as requested by Programme Managers and Country Director. 

OCE of Partners

  • Provide programmatic support to all community based, national and international partners. Take a proactive approach and identify new partner organisations.
  • Implement organizational capacity enhancement projects for local and regional partners.
  • Provide input for ZOA's worldwide knowledge development. 

Management

  • Part of senior management team.
  • Manage, supervise the Programme Advisory Department 

Job requirement
III. Requirements

  • Master in humanitarian, development, social science or other relevant field.
  • At least 8 years successful experience in International project management, with proven experience in advisory roles.
  • Proven people leadership qualities with effective external and internal coordination skills.
  • Self motivator, having the ability to work with limited supervision.
  • Proven experience to manage senior staff and support/ advise projects in conflict affected areas.
  • Willingness to travel and work in Northern Uganda/ Karamoja (approx. 35%).
  • Excellent command of written and spoken English.
  • Excellent computer skills in MS Office, knowledge of SPSS in added advantage
