Procurement Officer, Works & Services Job Vacancy in Uganda

The Board of Directors of Uganda National Roads Authority invites applications from suitably qualified individuals to fill the following positions based on the specifications indicated below:

Position Title: PROCUREMENT OFFICER, WORKS AND SERVICES 

Scope of the position:
The holder of this post is responsible for processing procurement activities in accordance with the Public procurement and Disposal Act and Regulations and any special requirements
of Development Partners

Position relationships:
Reports to Procurement Manager, Works and services

Key duties & responsibilities:

  • Carries out Procurement and Disposal Planning based on requests from User Departments and consistent with UNRA's approved Budget;
  • Proposes appropriate procurement methods as provided for in the PPDA Act and Regulations for final review by the Procurement Manager, Works and Services and Director of Procurement Before on ward submission to the Contracts committee;
  • Prepares notice of invitation to Tender/Bids for advertisement and follow up. of its placement on appropriate media;
  • Prepares Solicitation Documents for each procurement requirement;
  • Provides Bid clarification/ addenda during tendering/ bidding period;
  • Organizes Tender/ Bid closing and opening, pre-bid meetings and site visits as appropriate;
  • Participates in bid evaluations;
  • Participates in bid negotiations;
  • Prepares and publicizes, and display notifications of best evaluated bidders and contract awards, and manages Procurement Notice Board;
  • Compiles an Input data for Procurement Performance Measurement System (PPMS) as a tool for measuring compliance levels of the Entity to requirements of the procurement law;
  • Carries out supplier appraisal to determine the performance of Providers to UNRA;
  • Develops an annual supply database for UNRA Providers;
  • Prepares and submit monthly and other procurement and disposal reports as scheduled in the PPDA Regulations for submission to PPDA. and biweekly reports for Management.
  • Guides, Train and Mentor Assistant Procurement Officers;
  • Prepares other regular and ad hoc reports as required by the Procurement Manager, Works and Services;

Job requirement
Person specification

  • The applicant must be a holder of a B.Sc degree in Civil or Highway Engineering plus 5 years of professional experience in planning, design, procurement, construction or management of road or bridge works, out of which:-
  • One year shall be in public procurement in a busy public/private sector organization or projects procuring engineering works and services. The candidate shall demonstrate a good knowledge of public procurement system including international competitive bidding;
  • One year shall "be in procurements financed by multi lateral Development Partners such as the World Bank, European Union, African Development Bank, the Arab Development Banks/Funds and others using procurement procedures and guidelines of these Development Partners;
  • One year shall be in procurements financed by Government of Uganda using the Government's PPDA Act, Regulations, Standard Bidding Documents and Guidelines;
  • In addition, experience in the design/design review of roads and bridges including preparation/review of technical specifications will be essential;
  • The candidate must also demonstrate skills and ability in the following critical areas:
  • Computer application skills and use of software programs relevant to procurement planning, database, monitoring and reporting;
  • A high level of communication (both oral and written), interpersonal and negotiation skills and ability to work with teams at all levels; 
  • Time management, Organization and planning skills;
  • A high level of integrity;
  • Ability to work under pressure and meet tight deadlines;

A candidate meeting the following criteria will have an added advantage:-

  • A Post graduate Degree in Project/Construction/ Contract Management or Procurement or Purchasing;
  • Professionally Qualified or Registered;
  • Membership to relevant Professional Institutions in Engineering and/or Procurement;
  • Proven background and involvement in a procurement/ business process re engineering;
  • Experience in procurement of goods and supplies.
