Human Resources Officer Job in Uganda

The Board of Directors of Uganda National Roads Authority invites applications from suitably qualified individuals to fill the following positions based on the specifications indicated below:

Position Grade: SG 4
Position Title: HUMAN RESOURCES OFFICER 

Scope of the position: 
Responsible for the implementation of the Authority's personnel policies and procedures as they affect staff recruitment, performance and discipline. The performance is reflected in
the level of staff satisfaction with the transparency, equitability and timeliness of day to day staffing

Position Relationships:

  • Responsible to the Human Resource Manager
  • Liaises with Directors and Managers on a day to day basis
  • Liaises with appointed staff representatives.

Key duties & responsibilities

  • Assists with the development of human resource policies and guidelines.
  • Draft updates of the Authority's Human Resources Manual as necessary and ensures approved revisions are distributed to all section heads.
  • Maintains the staff database and personal records, including disciplinary records.
  • Manages the staff recruitment process and prepares contracts of employment to all fixed contracts staff.
  • Develops performance appraisal tools and coordinates staff performance appraisals.
  • Oversees the leave process, ensures that all requests for leave other than annual leave are passed to the Human Resources Manager or above for approval and maintains records of all leave.
  • Prepares regular and adhoc reports for the Human Resources Manager as required.
  • Liaises with Insurers to ensure smooth and proper management of both the staff medical insurance scheme and workers compensation Insurance Policy.
  • Liaises with UNRA Finance Department, Ministry of Public Service, Ministry of Finance to ensure that payroll matters are attended to as required.
  • Performs such other related duties as may be assigned by the manager from time to time.

Job requirement
Person specification: 
The post holder must have a degree in Human Resources Management or Social Sciences or equivalent degree with a post graduate Diploma in Human Resources Management, plus a minimum of five years human resource management experience. A relevant professional qualification would be an added advantage.
