Contract Manager Infectious Diseases Institute Job Vacancy in Uganda

Background: 
The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through training, research, and advanced clinical services. IDI has five operational areas: Prevention, Care and Treatment; Training; Research; 
Laboratory services; and Outreach. 
To strengthen support to these core areas of operation, IDI Is recruiting an additional Grants & Contracts Manager and one or more Grants & Contracts Officer(s). 

IDl's Grants Management Unit supports the entire grants cycle from opportunity identification, to award negotiation and stewardship through to close-out. 
The Unit is rapidly growing and currently handles over 70 active grants (and many others 
in the pipeline) from multiple funders. 

Contract Manager 
Position Summary: 
The GCM will support the corporate management of projects by managing the development of project budgets, by monitoring and reporting financial performance of individual grants, by financial monitoring of grants in aggregate, and by projecting future revenue. The GCM will contribute to training and technical assistance related to grants management. 

The GCM is evaluated by the Head of Strategic Planning and Development. 

Key Responsibilities & Duties: 

  • Manage the budget development process for grant proposals. 
  • Contribute to the submission of grant applications, especially through online submissions. 
  • Manage the negotiation, finalization and extension of Contracts (and sub-contracts; with IDI as either main or sub-contractor) once an award has been made. 
  • Respond to ad hoc issues in post-contract management and support IDI project managers in addressing any financial issues relating to their projects. 
  • Track financial performance of grants. 
  • Prepare timely financial reports, as required - ensuring excellence in reporting content and format; produce the quarterly Financial Reports Monitor. 
  • Present financial information relating to grants at meetings. 
  • Produce Key Performance indicators relating to grants. 
  • Prepare financial projections relating to grants. 
  • Manage a consistent hard copy / electronic filing structure and system for financial information and contracts related to grants. 
  • Contribute to updates of the Grants Management Manual. 
  • Support development and implementation of grants management training courses. 
  • Provide technical assistance in grants management to other organizations. 

Required Qualifications and Experience: 

  • Bachelor’s degree in a relevant field such as Finance, 
  • Business or Commerce. 
  • Master’s degree or professional qualification is an added advantage.
  • A minimum of five years’ experience of grants management (particularly related to health) and relations with funding agencies, with proven ability to interact effectively with colleagues of various backgrounds. 
  • Proficiency in computer systems including Microsoft applications; high level of skill in using MS-Excel. 
  • Familiarity with MS-Navision software is preferred, but not required. 
  • Experience in managing CDC/USAID grants would be an added advantage 

Position Summary: 
The GCO will primarily support management of active grants including communication with IDI management and multiple grant stakeholders, (including sub-grantees) as well as supporting programmatic and financial monitoring and reporting for funded activities and programs. 

Key Responsibilities & Duties: 
Programme Performance Monitoring and Reporting: 
Monitor progress of assigned projects towards achievement of project goals and objectives; communicate with and report to internal and external project stakeholders including project managers and funders. 

Finance Support and Reporting: Establish and communicate financial management guidelines for specific grants; enforce relevant IDI and/or funder-specific policies and procedures; monitor project budgets; determine financial reporting needs and coordinate the 
reporting process with the Finance Department; prepare financial reports to meet specific funders' requirements; communicate related information to internal and extremely 
stakeholders 

Compliance Assurance: Maintain, file and make available compliance requirements for specific grants for stakeholders' use; ensure that all aspects of project planning and execution comply with the applicable regulations and with best practice; support review 
of funding and sub-award agreements and other documentation to ensure that IDI and sub-grantees comply with funder and project requirements. 

Required Qualifications and Experience: 

  • Degree in any relevant field, including finance, accounting/ Audit, management or general business administration Part professional qualification in CPA or ACCA. 
  • A minimum of three years professional work experience, with proven ability to interact effectively with colleagues of various backgrounds; experience in sub-granting is particularly desirable 
  • Proficiency in computer systems including Microsoft applications; high level of skill in using MS-Excel; desktop publishing experience is desirable 
  • Experience in grants management (particularly related to health) and donor relations preferred, but not required 
  • Familiarity with MS-Navision software is preferred, but not required 
  • Skilled and experienced in budget preparation and fiscal management 
  • Knowledge, Abilities and Skills; both positions require: 
  • Well-developed interpersonal skills and ability to interact at the most senior corporate, funder and academic levels and within a multi-cultural environment 
  • Superb organizational skills, including the ability to 
  • 'manage multiple projects simultaneously in a fast-paced, dynamic environment 
  • Exceptional communication skills; excellent written and oral English 
  • Advanced analytical, evaluative, and objective critical thinking skills 

Compensation: 
Compensation for these positions will be commensurate with training and experience.
